The Library of Congress has named Paul McCartney, prolific songwriter and former Beatle, as the third recipient of its Gershwin Prize for Popular Song. “It is hard to think of another performer and composer who has had a more indelible and transformative effect on popular song and music of several different genres,” the Librarian of Congress, James H. Billington, said in announcing the award on Monday. Mr. McCartney is the first non-American to win the prize, named for the songwriters George and Ira Gershwin: the previous honorees were Paul Simon and Stevie Wonder.
